Evegeny Pashentsev is a Doctor of History, Professor of History of World Civilizations at Moscow City Pedagogical University. He is also a consultant at the Institute of Latin America, and a guest lecturer at the International Center for Education and Culture, coedits the Russian Progressive Review and is the editor of books and numerous articles on international contemporary history, political sciences and public relations that have been published in Russian, English and Spanish languages. Professor Pashentsev is a member of the Russian Academy of Natural Sciences, the Russian Association of International Studies, the Union of Russian Writers, and the Russian Public Relations Association.

Роль армии в социальных процессах неоднозначна. Армии могут освобождать подобно Апрельской революции в Португалии и армии могут подавлять, как это случилось в Чили. По меньшей мере наивно говорить о политической нейтральности армии в кризисные периоды общественного развития. Военные обычно берут власть, когда гражданские институты проявляют свою неспособность к управлению.
В XX веке на разных континентах, в различных странах произошли сотни военных переворотов и еще больше было попыток их совершить. Даже в странах со стабильными политическими системами, и в то же время, с мощными вооруженными силами, ни один серьезный политик не может игнорировать корпоративные интересы армии. Многие международные проблемы и конфликты в наши «цивилизованные времена» рассматриваются если и не через прицел современного оружия, то с должностным учетом военно-политических реалий. Армии следует подчиняться законам гражданского общества. Но и гражданское общество должно быть зрелым, стабильным и демократичным, чтобы на деле интегрировать вооруженные силы и свои структуры
Более чем двадцать исследовательских работ сборника призваны расширить наше понимание роли армии в политической жизни. В некоторых статьях только на первый взгляд не связанных с общей темой, рассматриваются важнейшие тенденции глобального и регионального развития. Не уяснив их сути вряд ли возможно правильно уяснить огромный общественный потенциал армии и, в то же время, безусловную ограниченность политической роли военных в современном мире.
Авторы сборника - специалисты из тринадцати стран Южной и Северной Америки, Европы и Азии. Среди них десять руководителей национальных исследовательских институтов и центров, академики, члены и руководители международных национальных ассоциаций.

ARMIES AND POLITICS
The role of armies in social processes is unequivocal. Armies can be a force for liberation like m the April Revolution in Portugal and armies can also oppress as happened under the Pinochet regime in Chile. It is naive to assume that the army observe political neutrality when social development reaches a crisis. The military usually come to power when the civilian authorities are unable to cope due to an acute power crisis.
Hundreds of military coups have been carried out on various continents since the beginning of the 20n century. Quite a few more have failed. Even in those countries with stable political systems but at the same time having powerful armed forces, no serious politician can ignore the corporate interests of the military. Many international problems and conflicts in our "civilized times" are examined, if not through the sights of modern arms but paying due regard for military - political realities. Armies should obey the laws of the civil society. But the civil society must be mature, stable and democratic to really integrate the armed forces into it's own structures.
The twenty- one original articles presented here serve to enlarge the comprehension of a very complicated problem - the armies' role in politics. In a number of articles, at first glance not dealing with the general issue of the book, are analyzed the tendencies of global and regional developments. Without taking them into account it is hardly possible to understand the great potentialities of the army and it's undoubted limited political role.
The authors of this volume are scholars from fifteen countries of South and North America, Europe and Asia. Among them are nine leaders of national academic institutes and centers, academicians, as well as members and leaders of international scholarly associations.
All that glistens is not gold. And it is not the brilliancy of scientific degrees and titles of the contributors but the significance of their new ideas, which makes the book a sparkling addition to our knowledge. The authors present a panorama of such complexity and vitality that the history of different countries becomes clearer, more meaningful and more striking than anything the reader has heretofore imagined.
